Summary Windows 2000 Terminal Services Licensing Server Issues
Details Windows 2000 Terminal Server does not accept connections after migrating it from a member server to a domain member server.
Cause The terminal server license server must be run on a Domain Controller for Windows 2000 Terminal Services
Solution Confirmed:
Add or modify the following registry settings as appropriate:

Set the ImagePath value to "%SystemRoot%\System32\lserver.exe -nodc" in the HKLM\SYSTEM\CurrentControlSet\Services\TermServLicensing Registry key.

Add an item for DefaultLicenseServer of datatype REG_SZ and set the value to NetBIOS name of the desired license server in the HKLM\SYSTEM\CurrentControlSet\Services\TermService\Parameters Registry key
